Florida lawmakers reach budget framework, set special session for May 12

Florida legislative leaders have reached agreement on a top-line budget framework for the 2026-27 fiscal year, setting general revenue allocations at $51.98 billion and clearing the way for a special session on the state budget beginning next month.

In a memo to senators dated April 23, Senate President Ben Albritton said he and House Speaker Daniel Perez will issue a joint proclamation for a special session to begin May 12 and conclude May 29. Conference committees will be authorized to meet from May 12 through May 15, after which unresolved issues will “bump,” with senators returning to Tallahassee the week after Memorial Day to vote on the final conference report.

Under the agreed allocations, the largest share of general revenue is directed to Health Care and Health and Human Services at $19.2 billion, followed by PreK-12 Education at $16.2 billion, Justice and Criminal and Civil Justice at $6.96 billion, and Higher Education at $6.68 billion.

Other allocations include $1.38 billion for Agriculture and Natural Resources, $568 million for State Administration and General Government, $560 million for Transportation, Tourism and Economic Development, and $476 million for Administered Funds and Statewide Issues.

The framework also sets conditions on supplemental funding, including that such funds be split equally and generally limited to appropriations projects that were funded in either HB 5001 or SB 2500 as filed during the 2026 regular session, unless otherwise approved in writing by the House speaker and Senate president.
