Florida TaxWatch announced its executive officers and executive committee members for the 2025-26 term, marking a leadership transition at the statewide government watchdog and policy institute.
Longtime President and CEO Dominic M. Calabro will continue in his role through Jan. 1, 2026, when Executive Vice President and General Counsel Jeff Kottkamp will become the organization’s next president and CEO.
The leadership designations were approved at the organization’s October 2025 Annual Meeting in Orlando.
“For more than 45 years, Florida TaxWatch has worked to improve the productivity and accountability of Florida government,” Calabro said. “It has been an honor of a lifetime to have led this independent, nonpartisan, nonprofit government watchdog and taxpayer research institute and know that Lt. Governor Jeff Kottkamp will continue in its tradition as our incoming President and CEO.”
The 2025-26 executive committee includes a mix of corporate, legal, and policy leaders from across the state.
David Casey, senior vice president for government relations and business development at Maximus, will serve as chairman. Samira K. Beckwith, president and CEO of Hope Healthcare Services, was named chairman-elect. David Nicholson, general counsel at TECO Energy, will serve as secretary, while Scott Moss, CEO of Moss, will serve as treasurer. Piyush Patel, chairman and CEO of Kyra Solutions, will serve as immediate past chairman.

Founded in 1979, Florida TaxWatch is an independent, nonpartisan research institute supported by private donations and grants. The organization produces economic and fiscal policy research and has long been regarded by lawmakers and business leaders as an influential voice in promoting efficiency and accountability in state government.
