Florida House Budget Committee Demands Records From Six Agencies in Oversight Push

The Florida House of Representatives Budget Committee on Friday issued formal oversight letters to the heads of six state entities, requesting detailed records and communications as part of a legislative review of agency operations and public spending.

The letters were sent to the Division of Emergency Management, Department of Corrections, Department of Education, Agency for Health Care Administration, and the Florida State Guard, issued under pursuant to Section 11.143 of the Florida Statutes, which allows the House to inspect agency records, including confidential and exempt information.

The requests span fiscal, operational, and administrative records dating back as early as July 1, 2017, and include contracts, internal communications, procurement records, reports, audits, and materials required by statute or proviso language in the General Appropriations Act. The requests, signed by Budget Chair Rep. Lawrence McClure on behalf of House Speaker Daniel Perez, direct each agency to produce the requested records by May 16.

For the Division of Emergency Management, lawmakers are seeking documents related to emergency declarations, vendor agreements, procurement procedures, disaster reimbursements, and monthly reporting, as well as records related to the currently beleaguered Hope Florida and communications with The Hope Florida Foundation.

The Department of Corrections was directed to provide payroll reconciliation data by position, salary increase records, documents regarding the construction and financing of the mental health facility at Lake Correctional Institution, and information related to a federal consent decree involving Disability Rights Florida. The committee also requested materials on internal IT contracting and settlement agreements.

The Department of Education was asked to submit records concerning the Schools of Hope program, distributions from the revolving loan fund, reimbursement records for scholarship overpayments, and documentation of cross-check procedures to identify duplicate scholarship payments. Additional requests to the agency include reports on the Effective Access to Student Education (EASE) Plus program, threat management portal metrics, and School Environmental Safety Incident Reporting (SESIR) compliance.

At the Agency for Health Care Administration, the Budget Committee requested documents tied to the FX Governance structure, including deliverables and communications involving Deloitte. Additional records requested include documentation on Medicaid Managed Care rebate programs, HCFA 64 federal reporting, trust fund accounting, audit reconciliations, and contracts with Milliman and other vendors.

The Florida State Guard, administered by the Division of Emergency Management, was asked to provide records from July 1, 2022, onward. Requested materials include rosters of paid and volunteer staff, deployment records, training documentation, asset inventories, and expenditures. Lawmakers also requested procurement records related to Volatus Aerospace and documents associated with fixed capital outlay appropriations and project updates.
