Attorney General James Uthmeier filed a lawsuit Thursday against Roblox Corporation, alleging the gaming platform has knowingly facilitated child sexual exploitation while misleading parents about the safety of its services.

The 76-page complaint, filed in Baker County Circuit Court, accuses the company of violating the Florida Deceptive and Unfair Trade Practices Act by designing a system that attracts young children but allows adults to interact with them with minimal oversight.

Roblox, which markets itself as the “#1 gaming site for kids and teens,” is used daily by more than 80 million people.

Roblox is hiding behind press releases and superficial safety measures while predators are openly grooming and targeting children on its platform,” the attorney general said. “As our criminal investigation continues, we filed a lawsuit to hold Roblox accountable for misrepresenting the platform’s safety.”

According to the filing, Roblox allows users to create accounts without meaningful age verification or parental consent, enabling adults to pose as children and young users to bypass protective controls. The state says the company has had access to biometric and ID-verification tools but elected not to use them for new accounts to avoid reducing sign-ups and user engagement.

The complaint also alleges Roblox is saturated with sexualized content, including user-generated “condo games” where avatars can simulate sex acts, as well as games referencing real-world sex crimes involving Jeffrey Epstein and Sean “Diddy” Combs.

Investigators from the Attorney General’s Office reportedly accessed such material while logged in as an eight-year-old user.

The state further alleges that predators routinely use the platform to groom children before moving conversations to outside apps such as Snapchat and Discord. The filing lists multiple Florida cases in which minors were coerced into sending explicit images, abducted, or sexually assaulted by adults they met through Roblox.

The lawsuit asserts Roblox prioritized growth over safety by resisting stronger parental controls, limiting moderation resources, and promoting features like voice chat despite lacking the ability to monitor communications. Roblox’s public statements touting robust safety measures are “false and deceptive,” the complaint says.

The Attorney General is seeking civil penalties, restitution, and a court order requiring the company to implement stronger protections.
