Mangrove Insurance Expands Executive Team

Mangrove Property Insurance Company appointed Tim Cotton as its chief operating officer on Tuesday and announced four additional executive hires as it prepares to expand in Florida’s property insurance market.

Cotton holds 30 years of industry experience, including 28 in Florida and has served in various leadership roles across underwriting, policy services, claims, marketing and sales. In a published release, Mangrove credited him with contributing to the development of option to repair and home restoration programs.

Mangrove is determined to be a long-term, stable property insurance solution in Florida, and is dedicated to a high level of underwriting and claims service,” said Stephen Weinstein, CEO of Mangrove. “Our strategy requires experienced, expert and ethical leadership. We’re grateful that Tim, who embodies those attributes, has elected to join Mangrove and our outstanding leadership team.”

The company additionally added Chris August, who has more than 23 years of experience across multiple areas of the insurance industry, as its head of distribution. Allan Franklin, a certified public accountant and certified fraud examiner, joins as chief financial officer and treasurer.

Eduardo Miranda was appointed senior vice president of risk, underwriting and analytics. Miranda has more than 25 years of experience in underwriting, catastrophe modeling, reinsurance and data analytics, and most recently served at Universal North America Insurance Company.

Brian Turnau was named claims director. His background includes work on multiple major weather events.

Mangrove was approved earlier this year by the Florida Office of Insurance Regulation to write property and casualty insurance. It is also approved to assume homeowners and dwelling property policies from Citizens Property Insurance Corporation during the April and June 2025 depopulation periods.
