The Associated Industries of Florida (AIF) released its 2025 legislative agenda Tuesday, outlining priorities focused on tax cuts, regulatory reforms, and infrastructure investment.
The agenda, distributed to state lawmakers, agency leaders, and business stakeholders, supports Gov. Ron DeSantis’ proposed $115.6 billion budget and a $2.2 billion tax relief package while opposing new regulations the group argues could slow economic growth.
AIF is advocating for the permanent elimination of Florida’s business rent tax, which it estimates would save employers $1.6 billion annually. The organization is also pushing for an expansion of research and development tax credits, further reductions in corporate income taxes, and the continuation of sales tax holidays for school supplies, hurricane preparedness, and veterans. It opposes new taxes on services and supports aligning Florida’s tax code with federal provisions intended to encourage business investment.
“We applaud the historic $2.2 billion tax relief package Governor DeSantis included in his proposed budget, which not only features numerous sales tax holidays to benefit Florida families, but also puts a significant focus on providing tax relief for Florida businesses and spurring growth and investment in our state,” said AIF President & CEO Brewster Bevis.
The organization’s energy policy priorities include expanding natural gas infrastructure, increasing offshore and onshore oil and gas production, and developing new pipelines. AIF supports stricter penalties for attacks on critical energy infrastructure and maintaining state control over energy permitting while opposing additional Environmental Protection Agency air quality regulations, which it contends would raise costs for businesses. The group also backs legislative efforts to promote hydrogen and renewable natural gas development.
AIF is also focused on securing funding for Everglades restoration, expanding water supply projects, and supporting agricultural best management practices. It advocates for investments in alternative water supply initiatives and streamlined regulatory processes for stormwater and water storage projects while opposing severance or usage taxes on water resources, which it argues would increase costs for businesses and consumers.
In the insurance sector, AIF is working to preserve recent legal reforms that reduced litigation costs and limited fraudulent claims. It supports maintaining current workers’ compensation policies, opposes efforts to expand liability for businesses, and is monitoring proposed changes to personal injury protection insurance. The organization also backs stronger liability protections for businesses that implement cybersecurity measures.
Health care policy priorities include expanding graduate medical education slots, reducing regulatory barriers for nurse practitioners and physician assistants, and increasing access to behavioral health services. AIF also supports policies to promote digital learning technologies and workforce training programs to address industry workforce needs.
In transportation and infrastructure, the group is advocating for increased funding for Florida’s seaports, highways, and bridges, as well as expanded truck parking and enhanced supply chain security. It supports the Florida Seaport Transportation and Economic Development Program and additional investment in critical infrastructure. With concerns over declining gas tax revenues, AIF is also encouraging policymakers to consider alternative funding sources for transportation projects.
